 <description>&lt;p&gt;I&#039;m Emily Pollard, an organizer with Portland Peak Oil since last April.  This is a blog attempting to record the ongoing development of our grassroots, community-building, localization group as it helps to prepare the Portland metro are for peak oil.&lt;/p&gt;
&lt;p&gt;I&#039;ve received requests from all over the country asking for advice on how to start and conduct a local group preparing for peak oil. This blog is for those folks, as well as Portland Peak Oil participants who are curious about what&#039;s going on &quot;behind the scenes&quot; of PPO&#039;s organizing.  &lt;/p&gt;

 Washington County Peak Oil group is planning to attend the Oregon Country Fair in Veneta, on Saturday, July 14th, to hear David Room, who will be giving a talk at 1:00pm on peak oil and sustainability.&lt;br /&gt;
We would like to formally invite you and all the Portland Peak Oil, Westlinn, and Yamhill Post Carbon groups to join us.  At a minimum, it will give us all an opportunity to meet each other and network some.&lt;br /&gt;
Our intent is to caravan to Veneta for the event on Saturday morning, perhaps sharing breakfast along the way somewhere, going to the fair and hearing the talk at 1pm, and returning home in late afternoon or early evening.  This should give everyone a good opportunity to have a look around the fair site.&lt;br /&gt;

 On the 10th of July, Washington County Peak oil will be launching their peak oil group by screening the film, (the Oregon premier) &quot;A Crude Awakening: The Oil Crash.&lt;br /&gt;
This outstanding film is internationally acclaimed and is currently showing in theaters in Canada, Australia and New Zealand, with theater engagements in the UK and Switzerland later this summer.&lt;br /&gt;
The film  focuses closely on the peak oil issue and investigates the implications for society.  The film is quite sobering and carries the message very directly.  It has won countless awards at dozens of international film festivals.  The world premier was in Austin, TX, last year, at the SXSW Film Festival.  <title>PPO on task force</title>

 <description>&lt;p&gt;I finally got the e-mail from the Office of Sustainable Development inviting me to be on the task force. Turns out the delay was mostly due to trying to get approvals while people being on vacation. I&#039;m supposed to get an official letter saying I&#039;m on in the near future. The first meeting is now supposed to be the third week in July but they haven&#039;t picked a definite date yet. I still don&#039;t know who else is on the task force but I assume I&#039;ll find out fairly soon and I&#039;ll let you know.&lt;/p&gt;
&lt;p&gt;I&#039;m on vacation all next week. I&#039;ll try to make the Council meeting on the 10th but can&#039;t guarantee it.&lt;/p&gt;

 <title>Getting something on the agenda for a PPO meeting</title>

 <description>&lt;p&gt;There has been several questions asked about getting a topic on the agenda for a PPO meeting.&amp;nbsp; The process as I see it is something like this... &lt;/p&gt;
&lt;p&gt;1) a meeting is called&lt;br /&gt;
  &lt;br /&gt;2) possible agenda topics are likely proposed/brainstormed.&amp;nbsp;
&lt;/p&gt;
&lt;blockquote&gt;
&lt;p&gt; 2a) if you want to add something to the agenda, then comment on the post where the meeting is called.&amp;nbsp; You could show up at the meeting and propose a topic but it seems to be preferred that the topic is known in advance.&lt;br /&gt;
    &lt;br /&gt; 
  &lt;/p&gt;
&lt;p&gt;2b) If you propose an agenda topic and if you can&#039;t be there to represent the topic and if no one else feels qualified to address the topic, then the propose agenda topic will not be covered.
  &lt;/p&gt;
&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;
  &lt;br /&gt;3) at the start of the meeting the possible agenda topics are reviewed and the topics are selected.&lt;br /&gt;

 <title>typical tasks for wednesday night @ St. Francis</title>

 <description>&lt;p&gt;In an effort to better document what is needed for a typical wednesday night at St. Francis, here is a 1st draft of the typical tasks at St. Francis.&lt;br /&gt;
  &lt;br /&gt; 
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt; Be there at 6:30pm to take over for the cleaning crew at St. Francis
  &lt;/li&gt;
&lt;li&gt; setup the information table
  &lt;/li&gt;
&lt;ul&gt;
&lt;li&gt;have enough tri-fold fliers
    &lt;/li&gt;
&lt;li&gt;have enough quarter page calendars&lt;br /&gt;
      &lt;br /&gt; 
    &lt;/li&gt;
&lt;/ul&gt;
&lt;li&gt; have someone to greet people as they come in
  &lt;/li&gt;
&lt;li&gt; arrange the chairs
  &lt;/li&gt;
&lt;li&gt; setup the speakers, projector and laptop (if applicable).
  &lt;/li&gt;
&lt;ul&gt;
&lt;li&gt;make sure all of the equipment is available
    &lt;/li&gt;
&lt;li&gt;make sure someone is available to setup and troubleshoot&lt;br /&gt;
      &lt;br /&gt; 
    &lt;/li&gt;
&lt;/ul&gt;
&lt;li&gt; intro to PPO
  &lt;/li&gt;
&lt;li&gt; announcements
  &lt;/li&gt;
&lt;li&gt; manage the flow of the discussion and/or break out groups
  &lt;/li&gt;
&lt;li&gt; coordinate with the speaker (if applicable) for the evening
  &lt;/li&gt;
&lt;li&gt;answer any of the end of the night questions
  &lt;/li&gt;
&lt;li&gt;bring the breakout groups (if applicable) back together by 8:40pm to go over what was discussed.&lt;br /&gt;
    
  &lt;/li&gt;
&lt;/ul&gt;

The intention of the Council meeting is to come together monthly to discuss group operations and make crucial decisions regarding PPO going forward. These meetings are open to the public to be as inclusive, transparent, and community-oriented as possible.&lt;br /&gt;

* schedule of events at St. Francis&lt;br /&gt;

&lt;p&gt;WHEREAS, global reserves of oil and natural gas are finite and sufficient substitutes are unlikely to be available in the immediate future; and&lt;/p&gt;
&lt;p&gt;WHEREAS, U.S. oil and natural gas production have peaked and are now in decline, ensuring our nation’s continued and growing dependence on oil and natural gas imported from politically unstable regions; and&lt;/p&gt;
&lt;p&gt;WHEREAS, a growing body of energy industry experts believe that the world has already arrived at, or will soon arrive at, the peak of global oil production, which will be followed by an inevitable decline in available supply thereafter; and&lt;/p&gt;
&lt;p&gt;WHEREAS, global demand for oil and natural gas continue to increase; and&lt;/p&gt;
&lt;p&gt;WHEREAS, following the global peaks of oil and natural gas production, the interaction of decreasing supply and increased demand will cause the price of oil and natural gas to become more volatile; and&lt;/p&gt;

&lt;p&gt;We haven&#039;t finalized the location of the Council meeting, so if you have a recommendation and can make a phone call or two, please post it here.&amp;nbsp;

 <title>Overview info of Vision, Mission, Goals, etc.</title>

 <description>&lt;p&gt;At the business meeting Thursday night we decided it would be useful to have a discussion dedicated to getting better agreement on what PPO stands for and what it is trying to accomplish. A frequently used approach for this is to develop organization-specific versions of the components listed below. (The components and their exact definitions vary slightly depending on what strategic planning book you look at but these are similar to what I’ve personally used.) I was asked to send these out to everyone so that people could see them and think about them before we meet.&lt;/p&gt;
&lt;p&gt;Note that PPO does have a formal mission statement:&lt;/p&gt;
&lt;p&gt;We&#039;re a grassroots group of concerned local citizens, from different backgrounds, with different interests, who&#039;ve separately become aware of the looming crisis caused by the peaking of world oil supplies. We’ve come together to try to:&lt;br /&gt;
o    Develop individual and collective strategies to cope with this crisis&lt;br /&gt;
o    Create awareness in the Portland community about Peak Oil&lt;/p&gt;

 <title>2005-06 PPO Business meeting minutes</title>

 <description>&lt;p&gt;In attendance: Andy &amp;amp; Trish, Bill, Jim, Jeremy &amp;amp; Emily, Randy White, Misi, Kathy &amp;amp; Steve from the Green Party, Gary, Marine, Norris, Teresa, Max, Pam, Carla, Alexander.&lt;/p&gt;
&lt;p&gt;For any of the Wednesday meetings, someone needs to be to St. Francis by 6:30pm so the people cleaning the room don’t have to worry about handing off a key and we can just make sure the doors lock at the end of the meeting.&lt;/p&gt;
&lt;p&gt;It was suggested that the Education/Outreach group help structure the general meeting.&lt;/p&gt;
&lt;p&gt;Teresa suggests...&lt;br /&gt;
&lt;br /&gt;1st Wednesday would be education and outreach could be in part led by the green party.&lt;br /&gt;
&lt;br /&gt;3rd Wednesday would be preparation.&lt;/p&gt;
&lt;p&gt;It was agreed that St. Francis would be reserved for general public functions, with the 2nd Wed. being the general monthly meeting.&lt;/p&gt;
&lt;p&gt;Steve from the Green Party pointed out that the Green Party just wants to help out as peak oil clearly affects everyone.&lt;/p&gt;
&lt;p&gt;Teresa has reserved the People’s Co-op the first Sunday of the month for the next three meetings starting at 5:30pm with the agenda pegged to start at 6pm.&lt;/p&gt;

 <title>2005-11 PPO Business meeting minutes</title>

 <description>&lt;p&gt;Ideas for the agenda (emailed out beforehand)&lt;br /&gt;
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Setting up rotating &quot;shifts&quot; at St. Francis (re: who opens the door, sets up the table, facilitates the evenings, etc)
  &lt;/li&gt;
&lt;li&gt;Deciding what to do at St. Francis the evening before Thanksgiving (Wed. 11/23).&amp;nbsp; The church employees are going to be cooking turkey dinner late into the night that evening in the kitchen.&amp;nbsp; Too loud probably to show a movie.&amp;nbsp; Do we want to just close down that night or do something else?&amp;nbsp;&amp;nbsp; If we do something else, would people even show the night before a holiday?
  &lt;/li&gt;
&lt;li&gt;Plan out our &quot;Harvest Potluck&quot; 11/30 event... live music, dancing, potluck, decorations, publicity, etc.
  &lt;/li&gt;
&lt;li&gt;Wednesday evenings after 11/30... need to get the schedule down. &amp;nbsp;
  &lt;/li&gt;
&lt;li&gt;Rex Burkholder&#039;s assistant wrote back and said that 12/7 doesn&#039;t work after all, that he could do 1/4 instead.
  &lt;/li&gt;
&lt;li&gt;The Yahoo group.&amp;nbsp; It&#039;s relatively quiet these past few days, but there&#039;s been a lot of frustration from folks who think there&#039;s too much &quot;irrelevant&quot; yammering.&amp;nbsp; Do we want to split into different groups; is that too confusing; moderate the group instead, etc.?
  &lt;/li&gt;
&lt;li&gt;What are the prep and outreach working groups up to?
  &lt;/li&gt;
&lt;li&gt;When we have speakers, it might be a good idea to have a &quot;room captain&quot; during Q&amp;amp;A
  &lt;/li&gt;
&lt;li&gt;one of us who can help the speaker by keeping track of raised hands and calling on people in an orderly and fair way.
  &lt;/li&gt;
&lt;li&gt;The idea of forming a small committee of sorts to draft a statement to Mayor Potter&#039;s office urging him to take peak oil considerations into his vision planning.&amp;nbsp; A few folks I&#039;ve talked to are very interested in doing this.
  &lt;/li&gt;
&lt;li&gt;What to do with this database I have of people who have filled in the sign-in sheet all of these months.&amp;nbsp; Start contacting folks?&amp;nbsp; Telling them what?
  &lt;/li&gt;

 <title>Willamette Week peak oil story - need interviewees</title>

 <description>&lt;p&gt;Portland Peak Oil has recently been contacted by a writer with the Willamette Week - Ian Demsky.  The paper is interested in doing a cover story on Portlanders preparing for peak oil.&lt;/p&gt;
&lt;p&gt;I spoke with Ian this morning on the phone and he has a special request for the group. He&#039;s looking to interview folks who were not necessarily environmentalists or activists before learning about peak oil, but who have&lt;br /&gt;
made major changes in their lives to prepare since learning about peak oil. You know, an case study angle to move beyond the usual &quot;Portland greenie&quot;.  Here&#039;s his message:&lt;/p&gt;
&lt;p&gt;----------------------------------------------------------------&lt;/p&gt;
&lt;p&gt;We&#039;re exploring doing a cover story on how ready Portland would be for the scenario spelled out by the peak oil proponents.  We&#039;re looking for some local folks that heve been involved with this issue.  Also, peak oil seems to&lt;br /&gt;
dovetail well with Portland&#039;s already green consciouness -- but maybe there are some folks out there who weren&#039;t very green to start with, but peak oil came as a dramatic wake up call?&lt;/p&gt;
